A TV movie reworking of the Justice League of America, aimed as a pilot for a potential series that never made it past this movie.

CBS, who greenlighted the project, chose not to add the film to its domestic schedule the film and it has never been broadcast on US television. However, it has been broadcast overseas to mixed reviews.

A mysterious villain known only as The Weather Man plans to destroy New Metro City with a series of weather related disasters unless he he paid a sizable ransom. The Justice League turns to the meteorological expertise of Dr. Eno and his research lab to help them track down the madman.

Unbeknownst to our heroes, there are two complications. First Dr. Tori Olafsdotter of Dr. Eno's staff has accidentally been exposed to a mysterious power source that has caused her to develop super ice powers. As Tori struggles to control her powers, the Justice League has discovered that Dr. Eno is also the Weather Man!

The Justice League must evacuate the city as they hunt for Dr. Eno, who has signaled his doomsday satellite to send a massive tidal wave straight at New Metro City. Green Lantern tracks Dr. Eno down, just to watch in horror as Eno destroys the satellite control.

Now, the only thing that stands between New Metro City and a towering wave of watery doom is Dr. Tori Olafsdotter with her unknown, untested  and questionably reliable new super powers.
